In late April 2014 a timber-lined railroad tunnel in Robinson Creek, Kentucky erupted in fire due to arson. Amec Foster Wheeler Environment & Infrastructure, Inc. (AmecFW) and several other firms immediately responded when notified by CSX Transportation (CSXT), owner and operator. Ultimately, AmecFW organized and coordinated an engineering and environmental response to protect workers and the public, evaluate alternatives, and explore the possibility of restoring the tunnel. The response required a keen focus on health, safety, and environment. The undertaking included a variety of challenges including leading the firefighting effort and managing air and water quality while reducing personal risks in an extremely hazardous work environment. Urgent assessment of the damage to the tunnel and re-establishing service was necessary to avoid closure of the coal mines served by this branch line, and the resulting socio-economic impacts. The fire was initially suppressed by "plugging" the tunnel portals with earthen fill. This reduced public exposure to poor air quality and allowed CSXT to consider alternatives and formulate a tunnel exploration plan. Once appropriate measures were in place, the team essentially "mined" back through the damaged tunnel to evaluate the condition and determine if the structure could be salvaged. When the exploration determined that the tunnel opening could be restored, the team implemented plans to restore rail service then construct a final lining system. Crews worked 24/7 for 55 days to complete the job. Rail service was re-established within 45 days. The final liner system included 650 CT M22 rockbolts and 1370 cubic yards of fiber reinforced shotcrete.
