This paper discusses the methodology for modeling ground based mobile sources at airports using the Federal Aviation Administration's (FAA) Aviation Environmental Design Tool (AEDT) Version 2b and the Environmental Protection Agency's (USEPA) Motor Vehicle Emissions Simulator (MOVES). Ground based mobile sources include roadways and parking facilities on or in the vicinity of an airport property. Previously, the FAA's Emissions and Dispersion Modeling System (EDMS) modeled these sources utilizing an embedded version of USEPA's MOBILE6.2 emissions model. AEDT does not incorporate an embedded version of MOVES. For airport emissions and air quality studies, the analyst will need to execute MOVES and create an AERMOD input file (.inp file) and hourly emission rate file (.hre) to import into AEDT. AEDT is utilized to model emissions from aircraft operations, ground support equipment and facility stationary sources (e.g., boilers, generators, training fires, etc.), while MOVES is utilized to model vehicle emissions from roadways and parking facilities. The methodology provides details for developing the pertinent inputs associated with executing MOVES for an airport study, and the process of developing the AERMOD .inp and .hre files for input into AEDT.
