In this paper, we propose a method to initialize the quantization parameter (QP) for H.264/AVC video coding. The objective is to achieve a better video quality and lower bitrate fluctuations by adopting a properly setting initial QP. By taking grey level co-occurrence matrix (GLCM) into consideration of the single-frame spatial complexity, the initial QP is determined by target bitrate as well as the video content. Experimental results show that the proposed method outperforms JVT-G012 and a recent model by higher PSNR and fewer bitrate variations.
