Nowadays, the construction of small towns is one of the main tasks of new-type urbanization in China. This paper uses Wulijie as a study case, which is a small town in Wuhan, to explore the ways of integrating the construction of eco-communities in both urban and rural level. By conducting questionnaire survey, interview, and spot investigation, it finds out that low average income, different housing intentions, disperse construction land, and shortage of public facilities are the major residential and developing problems in Wulijie. Then according to an evaluation of village condition and population distribution, it makes a detailed plan of both urban and rural eco-communities on location and scale, settlement and architecture form, energy utilization, sewage treatment, etc. Finally, it proposes four development strategies from the aspects of employment, facilities, transportation and public participation to achieve the balance between fast urbanization and sustainable development in Wulijie.
