NUCLEAR ENERGY IN EMERGING NUCLEAR STATES

There was more and more talk about nuclear power generation, often in relation to wider issues such as global warming and climate change. This renewed attention was encouraging public debates on the pros and cons then arises the Fukushima Daiichi accident in 2011. Undoubtedly, this had an impact on public acceptance and as a consequence a few countries announced reviews of their plans. However, so far there is no evidence that nuclear power will face a significant draw back as the main factors driving the renaissance of nuclear power remain the same. These include concerns about climate change, increases in global electricity demand, high and volatile fossil fuel prices, and desires by governments to increase domestic energy security. As a result, an increasing number of developing countries are still looking seriously at introducing nuclear power as part of their energy mix. The latest IAEA projections show that expectations are still rising. These rising expectations will only be achieved if the emerging nuclear power countries ensure the establishment of a sustainable national infrastructure that provides governmental, legal, regulatory, managerial, technological, human and industrial support for the nuclear programme throughout its life cycle. This therefore urged the IAEA to develop the so-called "Milestone Approach" that is a step-wise approach with 19 infrastructure issues aimed at building the required nuclear power infrastructures in emerging nuclear power countries.
