Service oriented Architecture is an emerging technique used in software development based on the concept of service. Generally an independent function which was well defined and single unit is referred as service. In current trends, SOA plays a major role in many of the business solutions. Consider an application based on service oriented architecture to efficiently afford the books in library management system in a university. If we consider the present scenario means in that the library will have minimal amount of books. So the book will be issued to limited number of students. In Present the book issuing system has static policy that if a book is issued it has to be returned after some days. The book stays with a particular student for a long time even when it is not in usage. If the requested book is not available in the library means, they will wait until the users who have taken to return the book. The idea behind the paper focuses on efficient online library management system that neutralizes the distribution of the books to the user based on various dynamic access policies. Access policies are defined for every book based on the determined attributes such as user rating of the book, preferred author, number of copies available, time of receiving the book whether in exam time or normal time. Smart library also offers e-book facility to avail the books when there is scarcity of books in the library.
