Along with the change of management system in agrarian sector of the states of former USSRfrom large collective farms kolkhozes (area of more than 2000 ha) to small farms (from severalhundred square metres in Kyrgyzstan and Tajikistan and up to 50 ha in Uzbekistan), thesystem of water use planning and water allocation changed radically.Previously, water use planning and irrigation scheduling were based on water supply tokolkhozes by water use services under district water management administrations. The onfarmwater distribution and water use were dealt by kolkhoz itself but they were not underDistrict Water Management Administration (DWMA). However, in drawing-up agreements onirrigation water supply with DWMA, every farm had to prepare its water use plan in view ofcropping patterns and soil-melioration conditions by using approved hydromodule zoning forthis area. And as a rule, such plans were drawn up by specialists of Water Use Departmentof DWMA, which also decided on the rates and dates of irrigation. However, DWMA didnot considered water use plan for on-farm use and allocation for irrigated plots. On-farmwater allocation was made by the farm itself – by agronomist and hydrotechnician, under theleadership of the Chairman of kolkhoz. The design dates and duration of irrigation seldomcorresponded to the reality.
