As part of the San Jacinto River Authority's (SJRA) Highlands Water Delivery System, the Highlands Reservoir serves as a crucial buffer and terminal water storage reservoir amid a complex system of canals, culverts and inverted siphons serving large industrial clients in southeast Houston. The reservoir's importance and aging infrastructure prompted significant improvements to ensure continued reliable supply of water to customers. Fundamental to the health of the Highlands Division (present and future), SJRA prioritized improvements of the reservoir to be priority one of a $25-million Phase I bond program. Rehabilitating the reservoir would solidify confidence and minimize risk in SJRA's ability to execute future work associated with the canal and pump stations leading to and leaving the reservoir. Identified deficiencies included a deteriorated and non-functioning uncontrolled spillway, control service outlet structures which were partially inoperable, inconsistent embankment crest elevations, and substantial erosion along approximately 12,000 linear feet of the inside slope of the reservoir embankment.
