Route 2H Implications on IEC 61511

1. New definition for "Safe Failures", made standard more precise and abuse resistant. 2. Route 2_H should not be "propagated" to new reviews of IEC 61511, as it will create confusion. PIU concept is sound enough. 3. Some users are moving steadily to a policy of supporting their field instrumentation selection based on solid field data, collected within their organization. These users are showing willingness to share experiences for the collective good in associations such as the Instrument Reliability Network (IRN) at Texas A&M (MKOPSC) or NAMUR 4. New philosophies are being discussed for new field instruments development for safety rated applications, with limited diagnostics but very well know failure modes (Type A or Simple Type B instruments with say, more than 60% automatic diagnostic coverage factor).
