For the successful realization of the pyroprocessing technology, securing an advanced pyroprocess facility design technology is essential. A pyroprocess facility should satisfy not only the basic functional requirements for the pyroprocess operation but also the safety requirements as a nuclear facility. Futhermore since it is a fuel cycle facility, it should satisfy the safeguards and security requirements as well as the safety to assure the proliferation resistance to the international community. Recently, the importance of 3SBD(Safeguards, Security, and Safety-By-Design) design approach is emphasized for the nuclear transparency. This paper presents a 3SBD safety evaluation plan for a pyroprocess facility, which integrated these three major components from the early conceptual design phase. Increasing of safeguardability, proliferation resistance, and physical protection considering, requires integrated team approach and more time than safety consideration only design. However, it improves the efficiency and cost effectiveness eventually for the pyroprocess facility development. This paper suggests an advanced pyroprocess facility design and evaluation plan for enhancing the safety and efficiency together with safeguards and security.
