Presently, there is not a uniform classification in Submerging Damage of flood disaster all over the world, but on the whole it is classified two parts, namely tangible loss and intangible loss. Direct Submerging Damage(DSD) is included in intangible loss and it means the loss from flood submerging in all trades and professions, such as the damage of houses and the loss of asset, the loss of enterprise resources, the crop loss and so on. Geography Information System (GIS) is an important backbone in earth system science, and because of its strong ability in data analysis, especially analysis, mining and expressing of geographic spatial data, it is widely used in evaluation of flood disaster. The model of Direct Submerging Damage by GIS and mathematics model is studied, the model and method of evaluation of DSD are analyzed, quick and accurate obtaining approaching in flood disaster and loss information is discussed, and valuable result of damage assessment is gained in many trades. The method not only fully mines data in various aspect, such as the data of economic development in the region submerged by flood, documentary of past floods, data of statistics and investigation on damage and so on, quickens the evaluating of the damage, but also has the ability of spatial data expression and shows the status of spatial distribution on the damage.
