Transient electromagnetic impulse response of single-layer and multi-layer media was measured in free space using an experimental impulse radar based on transient electromagnetic test system. Through the data processing methods such as background cancellation and "windowing", the time-domain and frequency-domain scattering coefficients are inferred from the measured electromagnetic impulse response, and the experimental error is analyzed in detail. The measurement results show that the proposed scheme is highly feasible and has the advantage of quickly obtaining the broadband scattering coefficient in one measurement.
