Abstract: Avinor;;the Norwegian national airport comapany operates 46 small local;;mediumregional and large hub airports- Our study was initiated following a report to the NorwegianParliment (St. Meld. nr 48 (2008-2009)) that expresessed concerns that the Avinor Groupwas not operating in a cost efficient manner. GAP was asked to benchmark the Avinorairports. This paper focuses mainly on the issue of growing cross subsidisations and theinefficiencies associated with that.
