$225 Million Investment in Infrastructure Demands Comprehensive Planning

The South Bayside System Authority (SBSA) provides conveyance, treatment and disposal ofwastewater for approximately 200,000 people in the South San Francisco Bay area. Theconveyance system consists of four remote pump stations discharging to a common force maincomprised of approximately 14.5 km (9 miles) of 610 to 1370 mm (24 to 54-inch) diameterreinforced concrete force main pipe, all constructed over thirty years ago. Most of the force mainlies in Bay Mud and is vulnerable to significant movement, which has resulted in at least 57 jointleaks since 1975. Despite system-wide repairs and regular operations and maintenance, theconveyance system components are in need of rehabilitation and/or replacement. In addition toknown system deficiencies, peak system flows are projected to increase to over 378 ML/d (100mgd) for the 2030 planning horizon.The comprehensive master planning process resulted in a recommended $225 Million capitalimprovement program consisting of rehabilitation of one pump station, replacement of threepump stations, sliplining of 5,150 m (16,900 LF) and replacement of 8,930 m (29,300 LF) of theforce main, modification to a flow equalization facility, and construction of a new headworksfacility at the wastewater treatment plant (WWTP) including screening and grit removal.
