Quantifying Financial Impacts of New Suburban Development: A Case Study

Construction of the City of Edmonton's new municipal infrastructure (roads, sewers, recreation facilities, parks and public transit routes/facilities) is often driven by the addition of new communities/developments. This development is often triggered by the development industry and market demand. The City encounters infrastructure challenges owing to this rapid growth, including issues of sustainability, land use planning, changing service levels and municipal financing. New developments have a significant impact on the short and long term financial health of the City in terms of revenues and expenditures. In addition, new developments have an impact on existing infrastructure and potentially compete for tax dollars with existing neighborhoods. In order to overcome these challenges, the City has developed an analytical model, the "Development Infrastructure Impact Model" (DIIM) to assess neighborhood growth on a case by case basis. The model determines the financial implication of the growth of a neighborhood, whose build-out is based on anticipated growth patterns. This paper will discuss the methodology and assumptions of the model, the functional use within the City of Edmonton, and the proposed outlook.
