During the period of November 2010 to February 2011, an extreme rainfall was experienced in North, North Central, North Western and Eastern Provinces in Sri Lanka. About 60 river basins were affected while 3 medium dams and nearly 600 small dams breached as a result. Three flood events experienced during this period brought almost all the major and medium reservoirs in the flood affected areas to high flood Level, with extreme vulnerability for failures. Two case studies reflecting specific issues that cropped up in managing the floods are described in detail. This was experienced in an area where there were less O & M activities as a result of the civil war, which ravaged the country for 30 years, complicating flood management.
