RISK OF SMALL DAMS IN JABODETABEK

摘要

After the collapse of the Gintung dam, the Ministry of Publics took immediately action to set up quick study of risk failure of small dams in the Jabodetabek area. The aim of this study is to identify the risks and give recommendations for an action plan to reduce these risks to acceptable levels. It is to be hoped that this methodology can be followed for the situ in all other regions of Indonesia. The method used to analyze the risk of dam failure is based on field investigation, overtopping analysis and dam break analysis. By comparing with Situ Gintung as a reference, the dam having a score higher than Situ Gintung is categorized having high risk of failure. This paper does not cover socio-economic aspects, geotechnical aspects, and legal frameworks for dams in detail. The results show that emergency measures for a number of critical damsshould be implemented immediately, as well a full review of all dams regarding overtopping risk and spillway capacity and followed by appropriate action on the field to comply with the present design rules in sequence according to the estimated risk.
