Concepts and Applications of the IEC 61499 PLC Programming Standard for Naval Engineers

The IEC 61499 Function Block architecture is considered to be the next generation of PLC programming technology for promoting distributed control in automation applications. It replaces the current IEC 61131-3 programming technology currently in broad use in both industrial and military applications such as shipboard machinery control systems. The function blocks defined in IEC 61499 differ significantly from those defined in the IEC 61131-3 standard and require a fundamental shift in programming methodology in order to fully realize the benefits of the standard. Major promoted benefits of the new standard include an increased number and variety of control reconfiguration options, improved optimization of control algorithms, and improved data security. However, there are questions on the validity of these claims and the proper response the Naval community should have as we attempt to keep current with the latest changes in controls technology. This topic provides background information on the standard, analyzes the claims, and recommends both an approach and specific actions the Navy should take moving forward.
