In order to realize the coordinated development of economics and environment in Beijing mountains valley region, this paper established a comprehensive evaluation index and evaluation model for ecological carrying capacity(ECC) on the basis of existing theories on sustainable development, ecological carrying capacity(ECC) and ecology. Carrying Capacity Pressure-System (CCPS) was used to describe the ECC level of ecosystem, and CCPS was featured by the ratio of Carrying Capacity Pressure (CCP) to Carrying Capacity System (CCS). The comprehensive evaluation method was applied. The score of ecosystem resilience of Jiuyuan valley region in 2010 was 71.2, which was more stable. The score of carrying capacity of resource and environment was 59.6 which reached medium level. The score of carrying capacity pressure was 72.2 which attained the higher pressure. The score of carrying capacity system was 67.7 which was the second level. At last, this study promoted several corresponding advices.
