Current regulatory approaches to LID Computations have to reconcile the conflicting objectives of a reliable and consistent application of regulatory criteria with recent advances in our understanding of LID hydrology and the methods being developed to model them. This paper discusses the regulatory framework of LID approvals, and how they can be accomplished with a spreadsheet model based on NRCS methodology. The paper then presents how the NRCS methodology used in typical design storm (DS) routing software can be disaggregated to better address LID processes within the typical regulatory framework. In this manner, it is possible to meet regulatory criteria, yet fine tune the components of LID practices to optimize hydrologic performance.
