Implementation of the Clean Development Mechanism (CDM) Project in Egypt

The Government of the Arab Republic of Egypt has issued Law No. 4/1994, for the Protection of the Environment. Law 4/1994 addresses pollution resulting from existing establishments, as well as potential pollution from new establishments and expansions of existing ones. According to the law, new establishments are required to follow the United Nations Framework Convention on Climate Change (UNFCCC) and Kyoto Protocol Egypt has also established the Egyptian Designated National Authority (DNA), which consists of two components: the Egyptian Council for CDM (Ministerial Decree No.42/2005) and the Egyptian Bureau for CDM (Ministerial Decree No.45/2005). The Ministry of State for Environmental Affairs is the focal point of the convention and is undertaking the many activities such as conducting capacity building programs in the area of climate change and Clean Development Mechanism (CDM), implemented and submitted the Initial National Communication in 1999, and the Second National Communication (SNC) in 2010. They have also started conducting the third national communication, restructuring of the National Committee of the Climatic Changes in 2007 by decree of the Prime Minister, supervising all issues of Climate Change in Egypt and establishing the Climate Change Central Department (CCCD) inside the Egyptian Environmental Affairs Agency (EEAA) in 2009. This paper presents these activities and the CDM portfolio of Egypt including all projects in the areas of renewable energy, the forestation & reforestation, waste, transportation, fuel switching, energy efficiency and industry. This portfolio is presenting with some statistics the status of implementation of these projects (registered, approved, accepted and pipelines).
