摘要

Agent construction system is the market-oriented reforms of non-operating government investment projects, which has been still in the pilot phase. Authors' aim is to figure out the system's problems and their reason, and put forward suggestions. This article lists the problems of agent construction system, and they are marketaccess system, licensing, and management fee standards. The reason is the unsound of agent construction system's implementation and a simple incentive model is constructed and an optimal contract is derived by the optimization methods of OR (Operations Research), which is also the innovation of article. At last, some relevant proposals are proposed, to improve the efficiency of agent construction system implementation effectively, such as the profits of construction management fees are fixed remuneration, government-investment department allocate management fees to the agent company in phases.
