The propagation distance of VHF radio is limited by line-of-sight. To overcome this limitation, repeater has been adopted. However, interference problems can be caused by repeaters coordinator. In this paper, a repeater coordination model is presented for covering the most part of target area through the least repeaters without signal interference. Based on the cellular network, the model can coordinate three different cases with the variation of terrain and users' amount through the rational allocation of resources such as space distances, frequency bands and PL tones. The simulation experiments showed that coverage rates in different cases are all above 98%.
