Development of common quantitative social impact indicator for ICT services

Introduction Information and Communication Technology (ICT) services are now widespread throughout the world. This phenomenon has various consequences that may differ according to the country in which the services are used, and depend on culture, economic circumstances, and politics. The growing introduction of ICT will lead to a significant increase in energy and resource consumption. Moreover, ICT is also often employed in high-tech crime and accused of causing a digital divide. In other words, the implicit effect of ICT on society is not always clear, and a quantitative assessment of its sustainability is needed.
