Traditionally, instruments for environmental protection and controlling emission of pollutants are realized by end control, which, with ever expanded industrial production size and continuous increase of total emission, not only causes rocketing costs for end control, but also leads to degraded environment as a result of increased total emission. To deal with, the author suggests controlled cleaner production of sintering plant according to cleaner production theory, persistence in the principle of total control of emission reduction in the process of production as well as by continuous improvement of management mode as required by PDCA (PLAN-DO-CHECK-ACTION) cycling. Besides, the author makes comparison of upstream and downstream enterprises of the same industry and other trades, examines process of high emission during production, chooses selective economical & logical plan for emission reduction based upon process reform, so as to achieved the goal of low emission and high benefit by effectively control of total emission of flue gas & fly ash from an exemplary sintering plant.
