RESPONSE TO RADIOLOGICAL AND NUCLEAR TERRORISM: A GUIDE FOR DECISION MAKERS (NCRP REPORT NO. 165)'-IMPLICATIONS FOR STATE AND LOCAL EMERGENCY RESPONSE ORGANIZATIONS

The National Council on Radiation Protection and Measurements (NCRP) Scientific Committee 2-2 was assigned the responsibility of writing the next in the NCRP Report Series on Radiological and Nuclear Terrorism. NCRP SC 2-2 had a diverse membership including first responders; international, federal, state and county radiological emergency response experts; as well as members of the medical community and representatives of several Department of Energy National Laboratories and drew on a number of recently published reports in compiling this new report. This report (NCRP REPORT No. 165), funded by the Department of Homeland Security, is entitled, "Response to a Radiological or Nuclear Terrorism Incident: A Guide for Decision Makers". This paper will review the background of this report and its place in the series of NCRP reports on the subject of radiological and nuclear terrorism: NCRP REPORT No. 138, entitled, "Management of Terrorist Events Involving Radioactive Material" and NCRP COMMENTARY No. 19 entitled, "Key Elements of Preparing Emergency Responders for Nuclear and Radiological Terrorism". This paper will discuss the major components of the report and key issues that decision makers at the Federal, State, Tribal and Local level need to understand to be successful in the preparation for and response to a nuclear or radiological terrorist incident.
