Demonstration scale test results of a 70 to 80% by volume oil in water emulsion fuel that has low viscosity and is stable versus burning number 6 fuel oil will be presented, along with a discussion of the advantages and disadvantages. The hydrocarbon fuels tested included both neat and emulsion residual fuel and a vacuum residue emulsion. Testing included documenting and comparing impacts on CO vs. O_2, NO_X vs. O_2 and particulate emissions vs. O_2. Test results also include comparisons of the impact on boiler heat flux characteristics and SO_2 to SO_3 conversion. These results are applied to the use of this emulsion fuel to reduce boiler NO_X emissions by 60 - 70%: Preliminary pilot scale test results of the process that creates a localized reducing Selective Non Catalytic Reduction (SNCR) type environment by injecting an amine containing hydrocarbon emulsion into the flue gas down stream of the primary flame zone will be presented.
