"Two-oriented agriculture" is a complex organism composed of production, economics, society and ecology. Its development process is affected by various factors such as producers, nature, society, etc, and so is agricultural production efficiency. In order to overcome measurement error of traditional data envelopment analysis caused by ignoring random, this paper employs three-stage DEA model to remove environmental factors and random effects. On the foundation of this model, it estimates "two-oriented agriculture" comprehensive production efficiency of 14 cities in Hunan Province, and brings forth corresponding policy proposals to promote agricultural development.
