Water pollution accidents occurred with the rapid economical development in recent years in China. In this study, forecast and early warning system of water pollution accident are constructed based on GIS technology. Hydraulics, water quality model and remote sensing model are used to simulate the transfer of the pollutants, and different projects are compared to remove them. The system integrated spatial database, attribute database, hydraulic model, and water quality model under a user-friendly interface in a GIS environment. System ran in both Client/Server (C/S) and Browser/Server (B/S) platform which focused on model and inquiry respectively. System provided spatial and attribute data inquiry, water quality evaluation, statics, water pollution accident response case management (opening reservoir etc) and 2D and 3D visualization function, and gave assistant information to make decision on water pollution accident response. The study provides an example to predict and control environmental emergencies in China.
