Balancing Costs and Benefits: Value Engineering of Native American Dams throughout the United States

The Bureau of Indian Affairs (BIA) Branch of Dam Safety, Security, and Emergency Management (DSSEM) Safety of Dams (SOD) Program is responsible for the safety, repair, and maintenance of dams on tribal lands throughout the Nation. Historic funding limitations have resulted in a substantial deferred maintenance sum, emphasizing the need for SOD to balance cost and benefit of every dam rehabilitation project. The SOD program uses Value Engineering in an attempt to ensure all BIA dam rehabilitation projects maximize the benefits for the tribe while minimizing the cost.
