Maricopa County in Arizona has been out of compliance with the federal NAAQS standards for PM-10 for almost 20 years. Although there has been significant non-compliance, a great case study can be built on lessons learned. Maricopa County has the strictest regulations with respect to all industries that have the potential to emit PM-10. Even with these ramped up efforts, Maricopa County continues to fail the federal health standard of 150 micrograms / cubic meter. Why? In order to determine the problems, you must start at the beginning. A strong look at the PM-10 emissions inventory can be discussed, the air quality monitoring data from Maricopa County can be analyzed and recalculated, and the public as a whole needs to be aware of their contribution to any PM10 problem. Emphasis on personal lifestyle practices (carpooling, alternative modes of transportation, landscaping, speed limits, etc) need to be employed in order for any area to have a chance at meeting this fair federal health standard. The purpose of this paper is to first and foremost help educate the general public about the importance of complying with these federal standards. But, also to educate municipalities, environmental groups, and industry about everyday practices in life that have significant impacts to the generation of PM-10 pollution. By the end of the paper and presentation, the goal is to have the readers and participants walk away with an understanding of how something as small as dust can have astronomical financial impacts to all citizens of a community, and the actions of us all can affect the health and pocketbooks for generations to come. It all starts with understanding the emissions inventory, as this is the baseline by which strategies are put in motion, if this is not accurate, the strategy will be mis-guided, and compliance may never be achieved.
