In the next generation of wireless mobile communications, it can be visualized that heterogeneous networks including 3G cellular networks and WLAN are demanded to co-operate user-friendly in a seamless manner. Based on mobility of users, optimal session admission control for multimedia services is very important for improving performance in integrated 3G/WLAN networks. In this paper, a new dynamic load balance (DLB) scheme is proposed for improving communication performance of hotspots, which is paid attention to underlying users. In this scheme, joint session admission control is on the basis of user mobility cognition and service awareness in the very tightly coupled 3G/WLAN networks. Furthermore, a new mobility model on the ground of velocity classification is raised, which is valid for performance analysis in heterogeneous networks. Finally, based on this mobility model, performance of DLB scheme is verified by numerical results of simulations. It not only reduces the call blocking probability and improves the throughput of 3G/WLAN networks, but also minimizes the vertical handoff rate.
