Based on the iceberg model the entrepreneurial competency of rural migrant workers in this paper is divided into two parts: entrepreneurial quality of the upper part and entrepreneurial skill of the lower part. The upper part contains knowledge, skill and human relations, while the lower part includes competencies like opportunity utilization, resource utilization, commercial opportunity seizing, risk bearing and innovation. A model of entrepreneurial competency of rural migrant workers is designed, and a descriptive analysis on their entrepreneurial competency is conducted. The result shows that human relations, opportunity utilization and innovation have distinctive impetus on rural migrants' willingness. In view of this, some policy recommendations are given to improve the entrepreneurial competency of rural migrant workers and develop rural human resources.
