Since implementation of reform and opening-up policy, China's tourism industry has made great progress. The reform was mainly launched and then pushed forward by government, which could be called as an imposed institutional change from institutional economic perspective. This paper examines the role of government in the history of china's tourism reform at first; then highlights the changes which are caused by the reform; after that, the author argues that the government had better adjust its self-positioning with the changing situation.
