Recycling economy is the practical mode to advance regional sustainable development, establishing the evaluation model of recycling economy is the important content to study recycling economy. Base on recycling economics and ecological economics, according as the connotation and primary aim Of recycling economy, follow evaluation aim and evaluation principles of recycling economy, establish index system of recycling economy, this system include 3 aspects: economical subsystem, environmental subsystem and social subsystem. Using quantitative evaluation index system and synthetic evaluation model, synthetic evaluated the level of recycling economy in Jinan from three aspects including environment, economy and society, which aim on afford scientific basis for the development emphases and direction of recycling economy in Jinan.
