In Public Health Management, the local organization often makes a profit using various kinds of opportunistic practice due to the advantage of its information, which lands Public Health Management in deep trouble. So this article tries to design an incentive contract that corresponds to the preference of the administration and the populace, being clients, in the purpose of successful Crisis Management.
