Evolutionary Game Analysis on the Capacity Construction of Rural Disaster Prevention and Mitigation -Based on the Government Funding System

摘要

The game between central government and the local governments of different in the government funding system of rural disaster prevention and mitigation capacity construction can be regarded as a two layers evolutionary game. By establishing an evolutionary game model, the paper analyzes the process to balance the game, and then draw two revelations: the ability of rural disaster prevention and mitigation should be included in the achievement evaluation system of local government;the funds utilization efficiency in disaster prevention and mitigation of local government will affect the final game balance.
