The French water agencies (an organization created to help financially the cities and industries to improve their sewer network and treatment) wanted to be sure that the financial help they were giving to the owners were used to make good jobs. Quality controls on sewer pipes installation have to be systematic.The major point was to certify that the result of the job was compliant with the installation norms. We needed an organization able to give accredited companies the right to give this certificate. COFRAC, a member of European Agreement Network, was chosen. Major work was done by ASTEE (Scientific and Technical Association for Water and Environment) to establish the technical standards in accordance with European and/or French normsAfter three years of tests, the results were positive. This way to control pipe installation was adopted in the Law.
