LATERAL REHABILITATION - CASE STUDY AND NEXT STEPS FOR THE CITY OF HAMILTON

In 2006/2007 the City of Hamilton tendered a city-wide program for trenchless rehabilitation of 350 laterals. Due to insufficient funding the contract was not awarded. Changes in the identification of defective laterals and broader product availability resulted in the City revisiting the tendering process for this large pilot project. As with most municipalities, finding a cost effective solution to lateral rehabilitation is a difficult undertaking. The City of Hamilton has re-tendered and awarded a large-scale, city-wide contract for rehabilitation of sewer laterals.Hamilton City Council decided the municipality would assume operation and maintenance responsibility for all service laterals from the mainline sewer to the property line, effective March 1, 2006, although private ownership of the entire lateral remains in place. With nearly 250,000 active sewer laterals, many older than 100 years, this new responsibility became a challenging task requiring a city-wide program approach.This paper will present a review of the creation, modification and implementation of the City of Hamilton's trenchless sewer lateral rehabilitation program, as well as lessons learned by the City. This program includes the mainline sewer connection and the lateral pipeline to the property line. The paper will discuss how the program was accomplished including technology reviews, differences between the original and new tenders which lead to a successful program, and obstacles encountered in each step along the way.
