Project Management Association of the United States believes that the project is aimed at creating a unique product or service of a temporary effort. So designing project is a task which has specific design goals under certain condition. The existing problems of project cost management in the design stage are discussed. The main ways and measures to control project cost in the design stage of projects are proposed, including strengthening the investment control of design stage, optimizing comprehensive design work, improving the quality of investment estimation and ensuring the accuracy of investment estimation, implementing the tendering system of design and adopting strict design standards, strengthening design criteria and standard design. It can be referred for the investor.
