Evaluation of Residential Design by GIOWA Operator in Multi-Attribute Group Decision-making

In the practice of the real-estate project development, the key of the project’s cost-control lies on the early stage of the investment decision and the design phase. Although the design fee takes up 1.5%-5% of building cost in all process of the real-estate development project, but its influence on the control of the cost for construction exceeds 75%. According to a lot of practices, scientific and reasonable design programs can reduce the difficulty of cost-control of the project, which can lower the cost for construction above 10%.Through analyzing and researching the real-estate project appraising in the process of cost-control, based on the GIOWA operator in multi-Attribute group decision-making, A real-estate Project appraisal model is established. And an engineering appraisal example is given to show the feasibility and effectiveness of the model. By using the multi-attribute decision model based on GIOWA operator to evaluate the design program of real-estate, we can satisfy the need of the realestate enterprises when comprehensive and reasonable assessment is on the way. it can reveal the advantage or disadvantage of each design program correctly and objectively in this way and it has its characteristics of comparison and unity and avoids casualness. So it can provide a scientific and effective quantitative evaluation method.
