Development of Spatial Planning Support Systems for Agricultural Policy Formulation

This paper reports on development and evaluation of a spatial planning support system which is developed to support policy formulation process for agricultural development. The system is based on modeling the agricultural production systems in the arable farming sector to simulate the reaction of different farm types to various policy instruments. The system, integrates the socio-economic and biophysical resources of farm households to assess the immediate effects and the long-term impacts of various policy instruments. The system is composed of a set of models; resource analysis model which make use of a crop simulation to establish the input-output relations, a planning model to assess the impacts of policy instrument and finally and evaluation model which assess the overall utility of each policy instrument based on the view of each stakeholders.
