摘要

Taking safe and stable operation, continuous and reliable power supply of power grid as restrains, from improving energy overall utilization efficiency and energy-saving and emission-reducing overall effect point of view ,this paper presents a novel generation rights trade model based on energy-saving and emission-reducing, which aims at the largest community's utility, the most trading electricity, the least energy consumption, pollutant emissions and network losses, and the largest combined revenues, combining with China policy of energy-saving and emission-reducing. It presents the fundamental connotations of generation rights trade, and then it analyses the mechanism of the generation rights trade, the potential of energy-saving and emission-reducing, resource allocation efficiency, market efficiency, market risk, and the market equity. Finally, it gives applications and significance of the generation rights trade model in eight aspects.
