摘要

In order to assess the ȁ8;total emission reduction in provincial levelȁ9;, this paper proposes an index system including environment, policy, economy and engineering. And according to the requirement of ȁ8;veto by one voteȁ9;, the index weight is decided by analytic hierarchy process and variable weight method, based on which a fuzzy comprehensive evaluation model for emission reduction in provincial level is set up. Also the empirical research of the evaluation model is carried out in this paper. With given sample data, the smaller the value of a is, the lower the final evaluation result is, and when the sample data become more imbalanced, the evaluation result will become more variable correspondingly.
