Study on Development of Capital Market in Revitalization of Northeast China

摘要

To balance the territorial development and industrial development, the state has made the strategic decision of revitalizing northeast old industrial base. Under the policy environment of all-round opening up and unifying the income tax laws of domestic enterprises and enterprises with foreign investment after China's accession to WTO, how to solve the problems of technical reformation and financing for technical innovation under market conditions have been the key to innovation of system and mechanism of northeast China. Learning from relevant foreign theories and practical experience and combines domestic laws revision and exploratory actions of different places, this paper demonstrates the necessity and feasibility of establishing territorial primary capital market and gives systematic policy suggestions on the construction of primary capital market in northeast China: setting up an exchange to offer quote service for the market, developing industrial investment fund, securities firms and paying attention to balancing financing and protecting the benefit of investors in supervision.
