Shanxi's Coal energy industry makes a great contribution for the economy and modernization of the country, but it produces many problems such as the waste of resources, ecological damage,environmental pollution, surface subsidence. There are many reasons for those problems. First, Coal industry is not concentrated and there exists low levels of competition in the market. Secondly, Coal industry expands without any plan and that may lead to the waste of the resources. Thirdly, Coal production skill falls behind and the usage of resources is low. Finally, Coal industry accident occurs always and brings damages to the environment. To make Shanxi's Coal energy industry develop rapidly and continually, the scientific concept of development is required. In addition, resource-based economy should follow the laws of development and new concepts should be developed to completely change the economic growth mode. Therefore, in order to increase Coal energy industry concentration and quality, the production of Coal should be restrained. Besides, single mode of production should be changed and obey "people first" principle to achieve the goal of intensive development, comprehensive development and green development.
