Lavochkin Association has a great positive experience in spacecraft development and realization of the Moon exploratory missions. Already in the seventies there were developed and launched automatic lunar vehicles which provided soft landing on the Moon surface, creation of the Moon artificial satellites, taking of the Moon soil samples and their delivery to the Earth, delivery of moon rovers to the Moon surface.Nowadays it is proposed a concept providing step-by-step accumulation of automatic technical vehicles in the near-Moon space and on the Moon surface up to construction of an automatic lunar polygon with the following extension of scope of investigations. The concept foresees creation of automatic space complexes for the following phases of the Moon exploration and development:1. exploration of the Moon internal structure and prospecting of natural resources by means of remote and contact methods;2. contact explorations and samples collection on the moon surface by means of a mobile laboratory - moon rover, including samples for delivery to the Earth;3. delivery of soil samples collected during the moon rover mission to the Earth;4. creation of a scientific-research polygon on the Moon surface for development of basic methods of the moon soil processing, delivery of obtained samples and materials to the Earth and also carrying out of a wide spectrum of scientific and technological researches.The tasks of the first two phases are intended to be solved in the frame of the "Luna-Glob" Project, which is the part of Russian Federal Space Program. The tasks of the third and forth phases can be solved in the frames of international cooperation, which potential will increase in the next ten years as the scale of the Moon exploration by other countries will grow.
