This paper is based on the hypothesis that the method of water pricing has significant difference between the countrysides and towns of Shandong Province. Rural water pricing should be based on the cost of water resources and the rural dwellers' ability to pay. On this background, and taking the rural drinking water in Shandong province as an example, a fuzzy math theory was used to price water resources in this area. The results showed that rural dwellers of Shandong Province have the ability to pay for quality drinking water resources. The results also serve as a base for water pricing by water management institutions in the province.
