Articulating the Disarticulated State: Searching for an Analytical Lens Using Collaborative Management Concepts and Networks in Megaproject Management Structures

Megaprojects - that is,publicly funded infrastructure projects that cost more than $1 billion and require many years to plan,design and build - consume vast amounts of public resources. Yet little has been written about how to structure the relationships among the multi-sector players. This paper explores several frameworks for examining the arrangements for managing megaprojects and questions whether the tradeoffs between efficiency and accountability adequately protect the public interest. The authors focus on Boston's two recent megaprojects,but believe the notions discussed here could be used to better understand other megaprojects at home and abroad. The authors conclude by calling for further research on the use of collaborative arrangements in multi-sector undertakings,with an eye to defining the range of collaborative undertakings and reflecting upon the limitations and benefits along the continuum of collaborative relationships.
