A Long Term Mechanism and Effects on the Poorer Communities Found in the Mountain Regions

In china,most of the poverties are in the country,and the mountain areas are the main area of poverty. Limited by historical and geographical conditions,the mountain areas are therefore the poorest,not only in social but also economical development. This article objectively uncovers the situations,characters and problems that affect the people's income in this region. Deeper analysis reveals some negative factors which must be taken into account before the positive facts can influence the foundation of a long acting mechanism which hopefully could lift peasants out of poverty and increase their income. Following analysis,the authors put forward proposals as a foundation for this mechanism. The purpose is to provide a useful reference to the Chinese government for making and creating a policy for the areas most affected. This could be a useful model for the international community and particularly other countries that are similarly affected.
